Is Secretary of Defense Mattis planning radical changes to how the Navy deploys?

This is interesting and better OPSEC and unpredictability is good. I remember that Navy did not give Marines in the Med Floats the schedule....but senior Navy people would tell the hookers who would meet us at the next port. (I was an infantryman then.) Later as a Counterintelligence guy, I learned who had the real info and it was amazing if you wanted info go to a hooker. It was a business need for them. Circa 1977-78.
