Mueller's intent is to serve as a surveillance tool for the Democrats. He has legal access to see inside the Trump political machine and report back to the Establishment. These leaks are all programmed Lines of Effort to politically damage the President. Mueller is doing what he is supposed to do- dig up anything the Democrats can use against Trump.
