Acid attack on toddler shows corrosive liquid is new 'weapon of choice'

This is the very definition of "terrorism". The attack on a toddler had no strategic value other than to terrorize a population, to motivate them to submit to the will of the terrorist. Now, we are not told anything about the perpetrators other than they are three young men. Wanna bet?
