Looking back I don't think the Communists or Ho Chi Minh had any inclination to seriously negotiate once the conflict was started. Their only goal seemed to be to wait the United States out as they did the French and invade the South. One could argue Ho Chi Minh was open to negotiation or power sharing before the French screwed it up. The opportunity for negotiation was probably lost long before the United States entered the Vietnam war.

We did try to persuade Ho Chi Minh to the United States side after World War II but I didn't really research what happened to those efforts or if they were serious, I do think the French really pizzed them off though and burned any bridges that were remaining when we supported the French.
