If I were Putin, I'd be a careful about putting the latest and greatest out there. What does he do if these systems turn out to be worthless? That wouldn't have the desired effect on either domestic or international audiences, including the chattering classes and senior leadership of national governments. I think he's outclassed and would do well to keep it under wraps.
