He's been the Dep SecDef for 18~ months.
Additionally, Military experience is not a requirement for SecDef or the President. As a matter of fact, Sec Mattis had to get a waiver to become SecDef as he had served in the military in the previous 10 years. This dates back to the NSA1947 and the fear of the military being left directly under military control as opposed to civilian control as per the Constitution.

What's the problem? We abandoned the Mujhadeen in Afghanistan and that turned out just fine didn't it? It's not like we've been fighting them for over a decade now or anything...

You do understand the SEC DEF by law has to be a civilian and why that is the case?
