Painting looted during WWII recovered in Connecticut, returning to Ukraine

Was it looting or could it have been another more simpler swipe like many thing in war - a token if you may...?

With all the thousands of stolen painting and art treasures I'm sure there are plenty more out there. Something to think about is acquiring by any means artwork if it was stolen or not.
