Here in VA we have a mandatory helmet law. A bill has been introduced to remove the helmet requirement for those over 21 who have signed a organ donor card.

The Proposed VA law specifically states that LE can't pull you over for not wearing a helmet, they have to have another reason. We do have a law that requires a exhaust system in good working order that doesn't make more noise than a factory exhaust system. So if a cop wanted to be a Richard Cranium they just have to wait for you to get on the throttle, then pull you over to check your exhaust system, then ask for your donors card.
Technically it should be pretty easy to link your donor status to the license plate on the bike. Cy CHP status is linked to my drives license and vehicle registration in the State Police database so anytime I get pulled over they know I might be carrying a gun.

TSgt David L. somewhere in the upper real those in charge did not create real sustainable jobs for the working man and stimulus grants and tax hikes did not turn the government deficit around. So buying helmets will create revenue for some businesses and not purchasing them will create revenue for the individual state. We can't continue to blame immigrants for everything.

I don't agree with a "fee" but I do believe in wearing a helmet. I would have left my brains on a California freeway in 1960 without one.
I believe the law should be like the liability insurance law. If you can afford the extensive medical costs of head trauma, no problem. If not, wear a helmet!
