I think we can count many reasons why Baltimore (or Detroit, or Chicago, or...) is the way it is. Bad governance, yes. Economic downturn, yes. Crime and lawlessness, yes.
How to solve it?
It will take the community deciding enough is enough and doing something about it. Elect leaders that give a damn, and vote out the frauds and lip-service giving fools they have been putting into office.

Excellent overview! This kind of bolts reminds me of many neighborhoods in Los Angeles. Also after the Rodney King riots, many middle-class African-Americans moved to Riverside and San Bernardino County to get away from Compton, North Long Beach and South Central Los Angeles. I see a lot of parallels in the story to Southern California. Now Southern California School Districts have the highest dropout rate now from mainly Hispanics. Those of you in California, please fill in or correct me if I'm wrong.
