Implicated.
As in, you are travelling in an official capacity as Ranking Member of the House Intelligence Committee to determine what role, if any, Ukrainian nationals had been involved in the 2016 election or the plot to spy on the Trump campaign.
He subsequently cancelled the trip, allegedly because he didn't want to have to inform Schiff what he was doing.
So basically, Nunes didn't do anything, but he is "implicated" because he considered doing something that would be squarely in his purview.
