Iraq has money.
Russia loves to sell weapons.
Not much to see here, really.
The Iraqis generally had Russian-made equipment before OIF (for all the good it did them), so this is pretty much a continuation of what was before. It would be much more noteworthy of they were looking into buying Iranian-made equipment.
