Here’s a link to the GAO File you referenced. Think it’s very clear that the House committee and the GAO are in unison stating the OMB and the Executive had no authority to block scheduled apportionment of Congressional approved aid without the authority of Congress. Enforcing a WH policy stance isn’t an excuse.

Then you did not read the House committee item or you completely missed the difference between the committee item and the GAO file.
I'll give you a clue - which one does not reference 2018?
And thanks for the link since others are too damn lazy to get it for themselves.

SSG Robert Webster So the GAO document references two source documents dated 2018 neither of which impacted the final conclusion for FY19 apportionment activities of the OMB as suspect illegal procedures. So yeah what point are you making? And you’re welcome. We all should read and interpret the information for ourselves

MAJ James Woods - And there you are missing part of the point, the 2018 item/s does have a bearing on it. The items were not just FY 2018 source documents, they were FY2018 funds that were not committed, spent, or whatever, and carried over into FY2019. That is a problem no matter how you look at it. It is also notable that it was not OMB, but also DOD, and State contributed to the problem. But when it comes to the 'blame game,' it is only OMB that is getting and shouldering the blame, that is also a problem. Though it is pointed out, it is not acted upon, so who is hiding what?

SSG Robert Webster - Who is hiding what. Good question. Maybe some committee in Congress should have some sort of hearing where they request or subpoena evidence and documents to get to the bottom..... oh wait. They already did that.
