Well, I figure that if the Russian Army wants to beat their own folks up, then they aren't making trouble for Georgia, Ukraine, the Baltic States, or anyone else.

This isn't just a Soviet or modern Russian problem, the Czarist army was notorious for the brutality shown to the ranks and also junior officers if they got sideways with the in crowd.
