This would seem to be overcome by events, as now the Trump Administration has declared a national emergency at about 1500 EDT, freeing funds from the FEMA reserve (about $42 Billion) to support mitigation efforts.

1SG (Join to see) - I think if we want to be serious about slowing spread, we need to ground all air travel and strongly recommend against ground travel.

DoD finally announced a ban on domestic travel, and local leave only. Hopefully all other federal agencies have made similar decisions.
To date, the federal government's response has been more like Philadelphia's dueing the 1918 pandemic. Fortunately, states and private organizations took the lead and cancelled events to implement aocial distancing, similar to Louis' actions during the 1918 pandemic.
We're at where we're at, and hindsight will be for the AAR, and hearings as to why HHS and DHS ignored the strategy and immediate actions it should have taken earlier.
