The Dems figured they'd be able to get all or some of these concessions because the bill was so large no one would really read it. Then everyone could go home to their districts and pick and choose what to highlight. Problem was, with everyone staying at home these days, a lot of people have nothing but time to pay attention to such things, and leakers are all too eager to do their thing.
All of America could see who voted for, and who voted against, and the questions got asked why that was and the answers were... unsatisfactory.
Early on the Dems realized their error in going on recess last week, allowing the Senate to draft a bill. Weak (but Constitutionally accurate) complaints that spending bills have to originate in the House went nowhere. They tried to mitigate the error with a last minute bid to edit the Senate bill, but as I said, that didn't work either.
Now they're stuck voting yes or no on a GOP bill, clearly outmaneuvered.
