You need a subscription for this. However, reorganizing society for a single issue makes little if any sense. And usually it is done without a lot of preplanning which only makes it worse

It is not the political panic that I think made a mess, it is political inaction. Inaction on doing what needed to be done early. Inaction on deciding what to close and how to prepare for a surge in cases. And I will wager, inaction on the part of governors in reopening their respective economies, because they fear the political danger of being first to do so and being blamed for any ensuing consequences.
