Depending on what state you live in a Welfare worker can not just walk in to a home. I was a Police Officer and Deputy in Missouri. MO Law only allows only Doctors and Law Enforcement Officer to take a child into protective custody. While I know it happen in all economic classes it is the lower ones where the children suffer the most. I have seen it first hand It's when the parent(s) are out of the house working multiple jobs just to put food on the table. When there is only one parent the child(ren) are more likely to be out and about. If they are very lucky they find a mentor at church or a local club ect...but more often than not its gangs that fill that hole. I grew up in the Barrios of Los Angeles (S. El Monte/El Monte) The oldest gangs in LA are there and back then they were 4-5 generations of gang members.
