HR51 includes a provision for keeping a federal district containing the White House, U.S. Capitol, other federal buildings, the National Mall, and its monuments, which is in keeping with Article I, Section 8 of the Constitution.

Now this does raise interesting 23rd Amendment issues.

When ratifying DC you can make it a state however federalize the Capitol properties and a few block radius. It would make no sense honestly. Just split DC in half between Maryland and Virginia. And make only a few block radius of the capitol a federal district.

My solution re: DC Statehood; Give the City back to Maryland or Virginia (whichever State that has the historical claim) and retain the White House, Capital and all other Federal Buildings as Federal Grounds.
