Momentum in Congress for taking sexual assault prosecution powers away from military commanders, combined with a more flexible view by some military leaders, is pointing to a historic shift in the battle against what Defense Secretary Lloyd Austin calls “the scourge of sexual assault.”

This is how I would fix it. CGs are told their sexual program metrics and relevant information about cases are important to his/her superior. There should be a divisional organization to track all cases with inputs from the service member and units. Make units report in a standard format to the centralized organization. The concept is make shit go downfield.

Maybe they should have more sexual harassment video training for the troops. Those were awesome and so helpful !!
