The $550 billion is "new spending whilte the remainder comes from previously approved bills such as the $303.5 billion highway bill (Surface Transportation Reauthorization Act of 2021) passed unanimously by the Senate Committee on Environment and Public Works in May.

The 550 Billion package is just one package of several which constitute the social safety net bill. . When you add them together, you get the larger total.
