It may be imaginable for folks in the USA to imagine no big cities, however for Japan [Tokyo]; the major cities of China and India in their highly populated nations, this would be beyond challenging.

1. In this nation we are already seeing a migration from New York City, Chicago, Los Angeles and to a lesser extent other large cities.
a. As large number of people migrate they take their values with them. That can shift the average viewpoint of the area they move to [Arizona and New Mexico have experienced this.] As in most other assimilation efforts, after a generation or so newcomers blend in more.
b. Remote access and concerns about close proximity have already resulted in more working form home or remotely. This would help many if they left the large cities and actually had somewhere to move to.
c. Homelessness is a problem in urban areas of California and to lesser extents New York, etc. Reducing populations of big cities could exacerbate the plight of the homeless IMHO.
2. It is unlikely that London, Tokyo, Paris, New Delhi, Shanghai, Honk Kong, Beijing and other mega cities would be able to have their populations leave teh big city without disrupting local economies and housing situations. Think Green Acres on Steroids.

I live in a suburb of a city of about 50,000. Big enough to have sources and services that I need, but still reasonably small. I have a half acre with my house, a small cottage and a detached fur car garage that I use for a workshop. I have two VA clinic that are about ten miles from me, one to the north and one to the south. I have doctors at both. A VA hospital is about 35 miles away, that I've needed to make many trips to. The local VA chapters provided a van, to transport Veterans to it.

PO1 H Gene Lawrence - No. Over the years it got to shallow. Because it is down so low because of the drought, we plan to dredge it out and reconstruct the downhill dam. Our goal is to get it back to 20 feet deep and then stock it next spring. Stay tuned.
