We already comply! But we are being guilted by at the extreme left and destroy our economy while China continues to pollute.
China said recently that they would stop subsidizing power plants have brought that goes against their Silk Road initiative to get other countries addicted. I think they are lying but here is what was printed 2 years ago.

The only way to meet the electric output needed for these electric cars is nuclear. Nuclear is very clean we just need to figure out what to do with the spent fuel rods. All these electric vehicles that governments are trying to push on everyone are very nasty to build. Has anyone ever bothered to look at how much pollution is made to mine the materials put into them? not to mention the massive diesel vehicles that they have to use to move the materials. And then there are the massively polluted abandoned mines which are open pit mines and never get cleaned up. I have never heard anyone on the, we must stop using fossil fuel side, ever talks about this. Just a thought.

The problem is the time it takes to get a nuclear plant even built not to mention the NIMBY syndrome. 3 decades since a plant has been built and the two here thats going to power Georgia have taken way to long to come to fruition. As far as waste, Yucca site has also had its share of controversy and NIMBY.
