The Dawes Roll only apply to the Five Civilized Tribes (Cherokee, Chickasaw, Choctaw, Muscogee-Creek, and Seminole). Other tribes have different requirements, and the tribes are the ones who set their citizenship requirements. For example, the Menominee tribe has a 1/4 blood requirement. The Choctaw Nation of Oklahoma only requires direct lineal descent from the Dawes Roll, but you have to be 1/4 Choctaw to be eligible for elected office.
Blood quantum was designed to eliminate the tribes over time. It's BS. We don't ask someone if they are 1/4 or 1/2 or 1/8 American, do we?
