Because he disagrees with the current spending plan and therefore won't vote for it?
I mean, that is what he has been saying the ENTIRE time. Maybe, just maybe, the Democrats should try something new, rather than just blaming Manchin, because blaming him isn't working.
They could do something REALLY radical, like talk to Republicans and see if they can find a way to get a few Republicans on board. But that would mean doing something called working across the aisle, something called negotiating, and something else called being reasonable.
