So this is interesting. It was human error that the lights were off. I once had that error in a well lit area as a vehicle operator and was cited for it. I would assume whomever was in charge or ensuring the lights were on could likewise be cited even if they were not in the vehicle at the time??? I wonder what the state of the law is on this?

At first it seems easy, then when one thinks about all the different possibilities, construction, and weather conditions, the whole situation starts to become complicated.

You have to look at how California and/or San Francisco defines "operating" when the vehicle is being "operated." I would think that would be the key point in your question, SPC Kevin Ford

Sgt (Join to see) - Believe it or not, it is directly handled in California law.

"(4) An “operator” of an autonomous vehicle is the person who is seated in the driver’s seat, or, if there is no person in the driver’s seat, causes the autonomous technology to engage."

So whomever started that thing up remotely should be on the hook. I assume the problem for the officers is one of practicality. It's not easy to find and give such a person a ticket.

I don't really know, for those who can't drive themselves? Personally I don't see it heading in a good direction.
