As an avid mountain biker I've had this conversation about eMTBs many times. My local trails allow peddle assist bikes only, no throttle. I think that the biggest problem is that ebikes are so varied. A bike with a throttle is quite different than a peddle assist only bike. I haven't see a single person on a bike shop quality eMTB tearing up the trails. What I see is folks that want to continue to ride who need some help keeping up, or not dying on the climbs. The motor gives them the assist to help keep up with the group instead of getting left behind on the assents. The flip side is that I've seen kids ripping around the neighborhood using throttle only and that's what people tend to think of when the discussion of eMTBs comes up. They think of electric motorcycles not eMTBs.
