This is a big nothing burger.
That statement was IMMEDIATELY clarified as an appeal to common sense / decency. It was a statement made in exasperation, not a call for regime change. There was NEVER a plan or intent to oust Putin. A desire that the Russian people would get rid of him, sure. But not an external ouster.
