Well, it's actually a couple of things; in most cases it's precipitated by a massive "FOD Walk," where all available personnel form a shoulder to shoulder-wide row, and walk the ramp/flightline, collecting any pieces of loose matter--gravel, cigarette butts, paper, etc., etc., that could potentially be ingested into aircraft engines and cause "Foreign Object Damage," a dangerous and very costly occurrence that could take an aircraft out of action.
