Who better to spend money like a drunken sailor than the Navy

I read once that comparing the government to drunken sailors is unfair. Drunken sailors spend their own money. The government spends ours. Drunken sailors wake up with a hangover and some remorse, people in the government never have remorse.

Foolish. There is so much that needs doing in the Navy and this is a waste of funds
