Not astonished, and not sure what point this author is trying to make? The right to vote and who can vote, has been clarified in at least 3 successive amendments, which once made, are now part of the Constitution. All citizens, men and women, of 18 years old or older. What's the lack of clarity here??

Correct. There are at least 3 instances where our Constitution refers to "the right to vote."
Voting is a right, as well as a privilege and a responsibility.
