I believed NYC couldn't work with the FBI and/or ICE on immigration issues because they are a Sanctuary City.

The thing about watch lists is that's all you do is watch. Nothing can be done until they act and that's just the way it has to be and unfortunately when they act folks get hurt before they're stopped.
