The Edsel/ Pinto of the Russian Navy. It uses cheap bunker oil. It is so smoky you can see it 50 miles away.

Any idea as to why few nations use carriers with catapults, except for the size and maintenances issues?

I can picture a Man-O-War with pure manpower cranking up a rubberband... LOL
