We are missing a world class opportunity for strengthening our ties with the world's largest democracy and thereby reducing Communist China's regional dominance. If we don't have "high speed, low drag" technology in non-nuclear submarine technology, I bet one of our friends does. Pick from S. Korea, Japan, UK, Germany, France and Israel(?).

Issue goes back to Cold War. Wooing them over is not a simple switch, but overcoming deep 20th century historical relations.
US was allied with Pakistan, India's still most bitter rival. India had ties with Soviet Union going back to 1970s and much of its military arsenal is from Russia. India sees Russian oil as a cheap source of fuel for economy.

What bothers me here is how excruciatingly slow that the US Government moves. After my first trip to Pakistan in 1994, I saw a great deal that caused me doubt just how committed they were to our alliance. That observation was reinforced 10x during the GWOT. We have always had more in common with India than we ever did did with Pakistan. The best chance we ever had for weaning India away from the Russian connection was right when the USSR ceased to exist. China wasn't really an option in the early 90's as they still lacked the gross tonnage in dedicated shipping necessary for them to be a true regional economic power. We were too slow to recognize a changed landscape, too naïve to accept that Pakistan wasn't a faithful ally, and too late to get ahead on the power curve.
