Just to be clear, this is an untrue opinion piece. I just looked at the bill* because the claim made by the author didn't sound right.

This bill will NOT "bar young girls from discussing menstruation, including their own menstrual periods, in school". It will bar the instruction by the teacher of subjects that are not in the "required instruction" section of the law and not approved by the education department.

Yes, it is possible that if a block of instruction were send up to the education department that included teaching on menstruation to a 5th grade class, it could be disapproved by the department. However, that in no way bars "young girls from discussing menstruation, including their own menstrual periods, in school".
