It wouldn't surprise me if they Mandated Standards so high they are not yet attainable in a practical sense. By that I mean anything once operating above an efficiency level of say 90% cannot be easily improved without Major changes in design which come at significant costs.

I believe you are right about efficiency. I look at my air conditioner that is now 18 years old and a real pig on electricity. When we built, with all the stuff to look at I wasn't smart enough to spec out a high efficiency AC unit, so we got what we did, and I couldn't do anything about it. I monitor my electricity cost and when it gets to be too much, I will replace it. This is where true improvements make the world a better place. People will recognize it in their wallet and do what we have to do.

On the surface it does appear trivial.
I remember having to replace a new high efficiency Whirlpool washer we bought over ten years ago because while it saved some water, it didn't clean our cloths well. If I remember correctly that set me back about $650, and I was angry as hell at the time. I pay attention to stuff like that now because I can't afford to waste money. People know what's right for them, at least what they can afford.

SFC (Join to see) - Back before energy Star appliances our first washer, dryer, refrigerator and freezer all lasted more than 23 years. Then we bought energy star appliances. To "save" they are made with lighter and less durable materials. I haven't had an energy star appliance last 8 full years. And the impact of energy Star appliances on my utility bills was negligible. Government is never as good as the free market at getting rid of inefficiencies.
