The fact that they have airfields to operate from tells you a lot about the Russian forces. Apparently hospitals and apartment buildings are the only things they can successfully target.

If we can't or won't send jets how about helicopters...medevac, troop carriers & gunships? Gunships first?

I think it's mostly a training issue. Unlike guns and tanks western aviation platforms are completely different from what Ukranians are used to maintaing and operating. You simply can't master them in a few weeks.
