MY SAY: What we have here is a failure to communicate. There are things called BUDGETS. If you tell the Marines they have "X" amount of money, don't tell them how to spend it. Otherwise, why have Marines?

Rule 1 for Mission accomplishment. When you give a subordinate Commander a mission you also have to give them the resources to accomplish that mission. If you fail to properly resource them, any mission failure is on you, not them.
