I would let the CA farms adapt as they will (near zero) and the rest of the nation adapt as finances are available. Soon they will have people selling pork in the back alleys so the rich can get their fix as the common citizen will not be able to afford it. No reason to bill the rest of the country to make CA happy. There are NO farms outside US that meets those requirements.

This goes back to giving CA special permission to set their own emission standards. It is unconstitutional.
