If you had the money you wouldn't need to apply to get the money! Like all government stuff the paperwork is a pain in the butt.
I once wrote a grant request for supplies for my classroom. It took me four days to write it. My writing skills admittedly are not the greatest (That's why I teach math, not as much writing). I would write, let it sit, go back, revise and do it all over again. I did get the grant in the end but what a headache!

Looks like another political circle jerk. You can apply... if you can navigate or afford to pay for the process, but you may not see your money for months after the growing season ends. But if you miss the window, you get nothing but the fruits of your own labor that others get to partake in for free.
