The US has had a national debt since the beginning of this nation. Party does not matter. Every President raised it. The slowest raise in recent years was under Clinton.

Bill Clinton 32% (Rounded up from 31.64%)
Don't get me wrong, it's better than the rest but your claim of 22% is wrong.
Clinton was fortunate enough to have great congresses while he was in office especially when you consider congress creates the budget. POTUS sends his budget request to Congress but it is always, ALWAYS disapproved and then congress goes to work to repay their sponsors, I mean donors.
