Horribly stupid statement.

Never EVER tell the enemy what you will do - or what you WON'T do.

It is not "we aren't sending troops," it is "at this time, there is no intention to send troops, but we are developing contingency plans and reserve the right to re-assess appropriate strategies to address the situation as it develops."

For once I hope she is correct.
However . . . "the road to hell is paved with good intentions".
Claiming no intentions is too often a smoke screen for doing what has been stated is no an intention . . . sort of virtue signaling without a promise to take no actions. Two different circumstances. His administration seems to realize it would not be a good idea.

I have to wonder if U.S.A. and China are on the same team about this . . . with U.S.A. in the Mediterranean and the Red Sea, and China's navy in the Gulf. Looks like deterrent strategy.
China has (at least used to have) a great relationship with Israel. Perhaps China also wants to discourage any response from Iran.
