FACT CHECK: Has Citizenship Been A Standard Census Question?

Tin foil hat time. Congressional and electoral college representation is not based on the number of citizens in a state. It is based on the number of residents (citizens, non-citizen legal residents and illegal aliens), as reflected in the latest census. Are democrats flooding the nation with illegal immigrants intentionally to keep blue states blue (with a higher number of congressional seats and electoral votes). If you look at the top 15 state destinations for illegal aliens, 12 are blue states. Based on the last census and estimates of illegal aliens residing in California, 2 of California's 54 congressional seats and 56 electoral votes are awarded based on the number of illegal aliens residing within the state.
