I personally don’t like the word Lawfare. “Abuse of Authority” is more appropriate and needs to filed against all who ran campaigns on prosecuting a person identifying no specific crime, and then spent years trying to put together a theory where they can prosecute who they don’t like.
There, in 41 U.S.C. § 4712(g)(1), an abuse of authority was defined as “an arbitrary and capricious exercise of authority that is inconsistent with the mission of the executive agency concerned.”
