So, original budget for the headquarters was $55M. It skyrocketed to $216M, and was denied by the GAO in 2014. Again, another example of government being really bad managers of your money... And this agency is supposed to help the consumer? Ha!!!

Seems like no one in government knows how to run a project without exceeding the budget.
Goal: Under budget, on time.
Reality: Way over budget, late as hell.

That is true. I really think it has to do with none of them actually understanding that the money they are dealing with is taxpayer money, and not really caring about a budget. The contractors will get away with whatever you allow them too. Start firing them, after writing contracts that actually penalize the contractor for over budget/over time issues, and I would bet you see a lot more actually get things done right. This goes all the way from federal projects, through defense projects, all the way to local projects. They just repaved a road near my house in Houston. Cost $1.2 Million to tear off the old concrete, and lay down asphalt. Took them 6 fricking weeks! For 3 blocks!!!! I could have rented the equipment, hired the workers and gotten the plans done, for a bunch less.... Sorry for the rant, but one more... we have people dying in the city when it rains and they drive into flooded waters in underpasses. I got pissed off, after a lady drowned just a few miles from me.... Being the engineer that I am, I developed a plan to provide awareness and obstruction so people couldn't go in to these areas (all are designated already by the city). My plan cost $2000 per intersection. I was denied by the city council because they already hired a firm for it... for $440,000 per intersection... Guess what it was the exact same thing!!! There endeth my rant... sorry!

LT Brad McInnis - I like your idea about contract language that penalizes over time/over budget projects. I also like zero based budgeting. All government budgets start with zero and the legislatures have to actually work and think about what is most important and the debates must be in public, during normal business hours. Also, add that no budgetary items may be hidden in non-budgetary bills.
I guess we don't want much, do we?
