Lt. Gen. Robert Otto, formerly deputy chief of staff of the Air Force for intelligence, surveillance and reconnaissance (ISR), said in 2015 that the service didn’t have a requirement for an aircraft with more endurance.

USAF GEN LeMay did not want unarmed recon aircraft after WWII. That is why the CIA developed and tested the high altitude recon aircraft at Area 52 in Nevada. I wrote an article on it after a talk with an interesting Engineer out there.
