I am not sure why he was never put into TPU or something else? I only had 1 or 2 sailors that I had real issues with, and never had a problem getting them transferred. This was during a drawdown, too. My guess is that they never did paperwork on him so they could move him.

We pretty much knew that once they started searching approx. 5000 sq miles he was in deep s**t.
