Ship seized amid row over North Korea oil

Whether or not China actually knew of and was involved in this oil transfer, they bear responsibility for the craft bearing their flag, just as we would for any bearing our flag!

China has little more control over the shenanigans of its business leaders than does the US. Maybe this was an "officially sanctioned" transfer of oil by the Chinese govt or maybe it was someone looking to make a fast buck. I wouldn't jump to conclusions...
