Not an expert, but if the idea behind the rail gun was to get away from gunpowder charges, then why would they retro-fit these to work in the 5 inch gun? Also, as said below, these rounds are EXPENSIVE, which means no one will use them. Sounds to me that a defense contractor is trying to keep a failing project relevant...

Good idea but currently cost prohibitive due to price per round over that of conventional rounds. At aprox $800k per they are almost as expensive as most cruise missles without a corresponding increase in lethally over that of the missles. This is why the Zumwalts rail gun system has been such a failure and is being looked at for replacement by a conventional 5" gun.
