Divorce while deployed

OK, trying to do some legwork for my Navy son at an overseas Naval Base. His wife just took the kid and went home and isn't going back. My understanding is that Military Lawyers don't cover divorces and that those proceedings need to happen at the home of record, which in this case is Kentucky. Is that correct or can he use Trial Services? The next question, if not, does anyone have a recommendation for a divorce lawyer experienced with the military that is practicing in Kentucky, since I would assume he would have a better chance of a fair shake here than in her home state.
