It would certainly be a short term solution. Seems faster and cheaper than getting all those FEMA trailers to a disaster location.

These are far better solutions in disaster areas as temporary FEMA arrangements for the affected, Lt Col Charlie Brown, I agree with both you and Maj Ronald (Ron) Scarpa.

In Himachal Pradesh through Uttrakhand, in India, cloud bursts and flash floods due to torrential rains in the area causing landslides, and destruction have made many people homeless, as well as it has left many stranded. Topping it all off, there were reports of jolts in the region. The temporary structures on sturdy concrete pavements can be erected by the National Disaster Management Agency (NDMA) and the Special Disaster Reaction Force (SDRF) in the vicinity of the affected areas to accommodate the homeless and the stranded.

The only concern is corruption. The state authorities with assume management of the erected structures and will only allot these temporary dwellings to the highest bidders. As was the case during the recovery after the disaster on the Char Dham Yatra some years back. During that yatra, only those who could afford to dish out hefty charges were airlifted by helicopters out of the affected areas.
